Abu Dhabi Crown Prince and OpenAI CEO explore AI transformation, sign four agreements

Abu Dhabi is accelerating its push to become a global leader in artificial intelligence, with Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan holding talks with OpenAI CEO Sam Altman to explore how advanced AI can transform government services and drive innovation across key economic sectors. The meeting, held in Abu Dhabi, underscored the emirate’s ambition to position itself as a premier hub for AI development and deployment, aligned with its long-term economic and development goals.

Discussions centred on integrating AI into government workflows and strategic industries, building on Abu Dhabi’s ongoing investment in digital infrastructure and local talent. The emirate aims to become the world’s first fully AI-native government.

Following the meeting, Sheikh Khaled witnessed the signing of four agreements between Abu Dhabi-based entities and OpenAI, spanning government, energy, and investment sectors.

“Abu Dhabi and the UAE are setting a bold, global standard for AI integration across both the public and private sectors to make sure the benefits of AI reach everyone,” said Altman. “We are proud to support the UAE’s ambition, anchored in a shared commitment to safety, accessibility and responsible innovation.”

Energy Sector Landmark

In the energy sector, ADNOC, G42 (through its subsidiary Inception42), and OpenAI signed a landmark agreement that makes ADNOC the first energy company to deploy OpenAI’s frontier technology. The deal will embed advanced AI capabilities across ADNOC’s operations, enabling more connected decision-making in operational, investment and commercial areas to boost efficiency and productivity. The system runs on OpenAI’s GPT models using in-country inference infrastructure inside the UAE, marking another step in ADNOC’s goal to become the world’s most technology- and AI-enabled energy company.

Government Transformation Initiative

In the government sector, the Abu Dhabi Government and OpenAI launched the world’s first AI-native Machine-Readable Government initiative. This project translates a defined set of government policies and regulations into machine-readable format, allowing AI systems to assist officials with routine compliance assessments for permits and certificates. Each assessment remains traceable to the original rule, and human officials retain final oversight and accountability. The initiative is led by the Department of Government Enablement – Abu Dhabi (DGE), with its first pilot already in production at the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA), focused on food imports. AI processing uses OpenAI’s UAE inference residency, with real-time computation on GPUs within UAE data centres.

Investment and Enterprise Deals

In the investment sector, Mubadala, Inception42 and OpenAI signed an agreement to apply advanced AI to investment analysis, opportunity identification and risk assessment, aiming to support more informed decisions and long-term value creation.

Additionally, Inception42 and OpenAI signed a five-year agreement to promote frontier AI adoption across government, enterprise and education. Under this partnership, OpenAI and Inception42 will collaborate to deliver enterprise solutions for large UAE organisations, combining OpenAI’s frontier models and engineering expertise with Inception42’s applied AI capabilities and consultancy services.

Together, these agreements reflect Abu Dhabi’s commitment to moving beyond AI adoption towards large-scale deployment across strategic sectors, enhancing productivity, economic competitiveness and the shift towards a knowledge-based, innovation-driven economy.
