UAE pension system climbs in 2026 Global Pension Index

The United Arab Emirates has advanced in the 2026 Global Pension Index, with its overall score climbing from 64.9 to 70.0 and its grade improving from C+ to B. The index, published by Marsh (formerly Mercer) and the CFA Institute, evaluates retirement-income systems worldwide.

UAE pension system climbs in 2026 Global Pension Index

The General Pension and Social Security Authority (GPSSA) described the index as a valuable international benchmark that helps guide the continued enhancement of the UAE’s retirement-income framework.

Key pillars and grades

The index assesses retirement systems across three main pillars: adequacy, sustainability and integrity, taking into account a range of economic, social and demographic factors. The UAE achieved an A grade in both the adequacy and integrity categories, reflecting the strength of pension benefits and the protections afforded to insured members.

GPSSA emphasised that strengthening the system’s sustainability remains an ongoing national duty, aimed at protecting the rights of current pensioners and insured members while ensuring the system can serve future generations.

Recent legislative and administrative developments

In recent years, the UAE’s pension system has seen several legislative and administrative changes. These include the issuance of Federal Decree-Law No. 57 of 2023 on Pension and Social Security, as well as continued improvements to digital services and efforts to boost financial literacy and early retirement planning.

GPSSA supports citizens in preparing for their financial future through a number of initiatives. The Wafra programme promotes financial literacy, the Balanced Step programme offers financial guidance, and Pension Advisory Services provide personalised advice. Digital services are also available through GPSSA’s Ma’ashi platform.

Future plans

GPSSA confirmed it will continue to review the index’s findings and recommendations in coordination with relevant government entities. It will use these insights to further develop the pension and social security system, improve services, and strengthen pension sustainability for both current and future generations.
