UAE warns online insults can lead to imprisonment and fines up to AED 500,000

The United Arab Emirates has issued a fresh warning that online insults and defamation can result in imprisonment and fines reaching half a million dirhams, as part of a nationwide drive to promote respectful digital communication.

UAE warns online insults can lead to imprisonment and fines up to AED 500,000

Campaign warns of legal penalties for online insults

The warning was issued under the banner of “The UAE Is Safe with Your Digital Awareness” campaign, which urges social media users to pause before posting remarks that could hurt, ridicule or offend others. Officials stress that every individual bears responsibility for the content they share online.

Details of the UAE’s digital awareness initiative

The initiative was launched by the UAE Ministry of Interior in cooperation with Dubai Police and the Dubai Electronic Security Centre (DESC). Its message was circulated through an awareness video released during Cybersecurity Awareness Month, which is observed each October. The campaign aims to raise awareness of cybercrime and encourage safe, responsible digital behaviour across all sectors of society.

Legal framework and aggravating factors

The campaign highlighted Article 43 of Federal Decree‑Law No. 34 of 2021 on Combating Rumours and Cybercrimes. Under this provision, anyone who insults another person or attributes to them an act that could expose them to punishment or contempt via an information network, information technology or an information system may face imprisonment and a fine ranging from AED 250,000 to AED 500,000, or either penalty. The law also provides for an aggravating circumstance when the offence targets a public official or someone entrusted with a public service in the performance of their duties.

Promoting responsible online behaviour

Officials stressed that comments made online carry legal liability and urged the public to consider the consequences of their words. The campaign encourages users to think about how their statements might affect others before posting, to use social media for constructive expression and respectful debate, and to foster positive dialogue and mutual respect. It also calls on the public to promote a safer, more welcoming digital environment that reflects the UAE’s social values.

“The UAE Is Safe with Your Digital Awareness” is a comprehensive campaign designed to educate the public about cybercrime, online fraud and the methods criminals use to exploit technological developments. It also addresses the evolving nature of cyber threats, including the misuse of modern artificial intelligence technologies. Through its awareness activities, the campaign seeks to strengthen digital literacy, encourage responsible online conduct and help individuals protect themselves and others from cybercrime.
