Overview and Attendance

The annual forum, held at the Dubai World Trade Centre, brought together more than 1,000 government and private sector leaders from across Dubai to discuss future leadership, economic growth and strategic development priorities for the emirate.

Described as the premier annual gathering dedicated to management and leadership, the forum featured remarks from Sheikh Hamdan, who said, “Dubai operates as one team with a shared spirit, driven by a common purpose: to create the world’s best human experience.”

He added, “I am immensely proud of Dubai’s team across both the government and private sectors and deeply optimistic about a brighter future led by young leaders who will take the helm in the next wave of transformation. Dubai’s story is only just beginning. Its ambitions know no limits, and the best is yet to come.”

Key Themes and Strategic Sessions

Through specialised leadership Majlis sessions, strategic dialogues and workshops, participants examined ways to implement the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum via high‑impact initiatives designed to accelerate projects and plans that support his vision of strengthening Dubai’s position as a global hub for excellence and innovation while maintaining leadership across all fields.

Leadership Majlis sessions analysed key future shifts, insights and strategic trends shaping the emirate’s competitiveness and development journey, and the forum also saw the announcement of several strategic projects and initiatives.

The agenda included panel discussions, workshops and keynote addresses delivered by a distinguished line‑up of global experts and thought leaders in management and leadership, aiming to share international best practices, strengthen leaders’ ability to anticipate future developments and support effective decision‑making.

The forum featured a series of strategic leadership Majlis sessions focused on shaping the next stage of Dubai’s development: the Future Economy Majlis explored trends in growth and innovation; the Future Cities Leadership Majlis reviewed best practices in urban management and smart infrastructure development; and the New Global Narrative Majlis examined ways to reinforce Dubai’s position across the economy, media, knowledge and humanitarian sectors.

Sector‑specific Dialogues and Outcomes

Leadership dialogue platforms provided opportunities for exchanging ideas and strengthening collaboration between Dubai’s government and private sectors across three key industries: real estate, tourism and finance.

In real estate, discussions centred on the sector’s future, underpinned by continued integration among regulators, developers and investors, with participants exploring challenges related to sustainable growth, the role of partnerships in building more competitive and attractive cities, emerging opportunities and the importance of a shared vision to guide the next phase of expansion.

Tourism discussions reviewed the major challenges and opportunities shaping the sector’s future, highlighting the importance of collaboration in maintaining Dubai’s status as one of the world’s leading destinations, and covered efforts to strengthen the tourism offering, adapt to regional developments, capitalise on emerging opportunities, the government’s vision for enhancing the visitor experience over the next decade and the transformations needed to boost the sector’s resilience and competitiveness.

Financial sector discussions focused on the rapid changes driving closer collaboration between regulators and financial institutions, the role of forward‑looking policies in fostering innovation and strengthening Dubai’s appeal as a global financial and investment hub, and the factors that will shape the emirate’s competitiveness over the coming decade, as well as ways to elevate Dubai from a regional financial platform to a more influential global centre and the measures needed to attract capital while achieving an optimal balance between traditional financial expertise and future digital capabilities.

During the forum, the Mohammed Bin Rashid Center for Leadership Development (MBRCLD) signed memoranda of understanding with several leading international universities to launch new leadership research initiatives and develop specialised studies documenting Dubai’s transformation under the leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, as well as his leadership and development philosophy.

The Mohammed bin Rashid Leadership Forum served as a strategic platform to showcase Dubai’s future projects and landmark initiatives, outlining a roadmap for comprehensive development, enhancing quality of life, expanding opportunities and supporting a sustainable economy.

The forum seeks to place leaders across Dubai’s entities and sectors at the centre of global change, promote collective strategic thinking in decision‑making and showcase innovative leadership models.
